Virgin fibers are at full performance capacity. Office paper, for example, is a paper product that requires good performance fibers (for high speed printing and color reproduction), as opposed to tissue and packaging paper, which do not. These papers can use recycled fibers with no impact on their products, but on office paper, recycled fibers have a severe impact on performance. That’s why uncoated office paper is a good entry point for virgin fiber. It’s also important to remember that paper fibers cannot be recycled indefinitely and new fibers are always necessary.
